Living and working in any area will always reveal the features that make up the lifestyle and the quality of life of the area.  Of course, the features that appeal to one person may not necessarily appeal to another.  Nonetheless, the Climate and Geology will be a determiner when looking at an area for living and operating a business.  The availability of Community Services (i.e. medical, dental, public safety, etc.) also is important for individuals and families when locating to new communities.  And finally, the Cost of Living, Housing, and Cultural Events and Activities all make the quality of life in an area either something to treasure or something to encourage moving to an area that better fits personal likenesses and dispositions.  Harney County has many features that are favorable and for those moving here are found attractive and appealing.

"Quality of Life" is very individual when determining what is valued in a lifestyle and what features make up that lifestyle.  Usually the people in an area will determine even without formally generating a listing or criteria for a certain lifestyle what is important to them and what will be apart of their lives.  The lifestyle features will be determined by the historical activities of the area, the career opportunities and the general cultural features of the geographical area.  Thus, the Quality of Life for one are can be much different from another.  Also,, people moving into one area may find that the Qualify of Life that they once enjoyed may not be supported or valued by the new area and that either they modify their expected Quality of Life perspective or develop a way to sustain what they have been used to experiencing.  Whatever the case, Quality of Life issues are subjective and can be modified over time with exposure to other ways of living.
